Introduction

Welcome to the Great E-mancipator! This is intended as a discussion point around various topics in the realm of e-government, electronic or transformational government, particularly the use of metrics. I am a researcher at De Montfort University in Leicester, England and also a former local government IT Manager – so both a researcher and practitioner! See – about me.

What is electronic government?

Governments have made a presumption that citizens want to access services electronically in the same way that some do for shopping e.g. books, music, groceries, banking, travel etc and when the service isn’t satisfactory or they can get cheaper elsewhere they react accordingly.

However, government services are unlike those listed above and are not, in most cases, optional e.g. paying Council Tax, reporting problems, claiming benefits, requesting permits.

Until very recently most have required face-to-face contact and a signed form. In the newer model this might still be the case in some instances but there is a need to encourage users to move to electronic channels to pay for their implementation. This is described as ‘channel migration’.
